520 _aSpain is undergoing a profound and comprehensive reform of development cooperation that is responding to the challenges of the 2030 Agenda, and going beyond it. One of the main milestones of this reform is the new Law on Cooperation for Sustainable Development and Global Solidarity, which makes important progress on its strategic vision, instruments, resources and governance. The law aims to promote transformative cooperation with a feminist perspective, while also promoting environmental sustainability by combating all manifestations and causes of inequalities. Spain thereby responds to the commitments established at the multilateral level and is aligned, in particular, with the universalist vision of development assumed by the United Nations and the European Union. This moves on from a vertical or donor-recipient logic to a more horizontal and dialogical one.
