Then President Barack Obama first suggested a reduced American engagement abroad to focus on "nation-building at home" (Bruce, 2012; Goldberg, 2016). His successor, President Donald Trump, went further as he declared the North Atlantic Treaty Organization (NATO) "obsolete" and discussed the possibility of a US withdrawal (Barnes & Cooper, 2019).
