In the Middle East and North Africa (MENA) region, the COVID-19 crisis showed the inadequacy of the public institutions and their abilities to protect the poor, and ensure that populations’ needs are met, especially informal workers, women, children and the elderly. The social protection systems in the MENA countries are relatively weak, facing challenges or disfunctions through many ad-hoc programmes, making it difficult to respond to the COVID-19 crisis.
