is head of the Department of Politics & International Relations and Professor of International Relations at the University of Aberdeen; he is also a former Reader in International Relations at the University of St Andrews. He holds a PhD in political science from the University of California and has been a Robert Schuman Fellow at the European University Institute, a Fulbright scholar to the EU, a Council for European Studies fellow, and a visiting research fellow at the Centre for European Policy Studies in Brussels. He specializes in international cooperation in security and technology, particularly in the US and Europe.
